Né à Kinshasa en 1964, marié, trois enfants. Bac type C au Collège St-Michel de Fribourg (1984), licence en droit, Fribourg (1988), Doctorat en droit, Fribourg (1993). Assistant rattaché à la chaire de droit constitutionnel, Fribourg (1988-1992), Visiting Fellow, Yale Law School, Post-doctoral Fellow, Yale School of Medicine (1990-1991). Assistant du Professeur Olivier Guillod de 1992 à 1994, date à laquelle ils fondent l'Institut de droit de la santé. Depuis 1994, directeur-adjoint de l'IDS. De 1994 à 2001, maître-assistant, Faculté de droit et des sciences économiques d el'Université de Neuchâtel. De 1996 à 1997, étudie au Centre de recherche en droit public (CRDP) de l'Université de Montréal avec une bourse pour chercheur avancé du FNRS et une bourse d'excellence du Ministère de l'éducation du gouvernement du Québec. De 1999 à 2001, chargé de cours à l'Université de Neuchâtel. De 2001 à 2007, professeur associé aux Universités de Neuchâtel et de Fribourg dans le cadre du programme Professeurs boursiers du FNRS. De 2001 à 2012, initiateur et responsable du module MICS (Médecine, Individus, Communautés et Sociétés), département de médecine, Université de Fribourg. Depuis 2006, professeur extraordinaire à l'Université de Neuchâtel, titulaire de la chaire de droit de la santé. Depuis 2013, vice-directeur de l'Ecole Romande de Santé Publique (ERSP) et, depuis 2015, vice-directeur de l'Ecole Suisse de Santé Publique (Swiss School of Public Health, SSPH+).

Professor of Health Law at the Law Faculty of the University of Neuchâtel (Switzerland). Founder and Deputy Director of the Institute of Health Law of the University of Neuchâtel (www.unine.ch/ids), one of the 5 academic centers of the World Medical Association since (www.wma.net) 2013. He was invited professor at the University of Montreal (Canada) in 2002 and at the National Tsing Hua University (Taiwan) in 2014. He is vice-director of the Swiss School of Public Health (SSPH+) and the Ecole Romande de santé publique (ERSP) and also vice-president of the Board of the Réseau Fribourgeois de Santé Mentale (RFSM).

Expert in legisprudence, he collaborated in the drafting of several legislations in the field of health and healthcare at the Swiss and European level. He is also regularly invited by scientific and professional association in developing their guidelines in those fields. For instance, he coordinated the drafting of the Olympic Movement Medical Code for the IOC in 2006 and contributed to the 2008 and 2013 revision of the Declaration of Helsinki of the World Medical Association.

Expert in the field of patient's rights and public health law with special interest in the regulation of research with human subjects, patient’s rights, the regulation of healthcare professionals, pharmaceutical and food stuff regulation, he has written more than 100 scientific publications, articles and book chapters on those issues. He is invited as expert by several organizations working in the field of health law and ethics at the national and international level (e.g. Swiss Academy of Medical Sciences, Council of Europe, European Union, Council of the International Organizations of Medical Science, World Health Organization). He is one of the founder of the European Network of Research Ethics Committees supported the European Commission (www.eurecnet.org). Since 2006, he is also the coordinator of the initiative Training and Ressources in Research Ethics Evaluation (TRREE) which aims at providing a free, open access and multilingual online training program in research ethics and regulation (http://elearning.trree.org).
