A European summer University for developing Lifelong Learning:
Why ?
To face a challenge ...
Developing a lifelong learning policy requires important change in education and training systems (initial training – continuous education continuum), in the place of learning in the life pathways (formal non-formal and informal learning) in order to place the learner at the centre (life pathways, transition, failure, recognition of experience) and to facilitate the social inclusion (a greater attention to people at risk of exclusion). The European Regions have the competences and the necessary proximity in order to put in action policies for the development of actions and experiences for the implementation of lifelong learning.
...and develop a new ambition for LLL :
Facilitate the exchanges of practices implemented in different European regions and the opportunity to cooperate between regional actors and to promote a convergence of the policies of Regions for a European strategy of Lifelong Learning.
How ?
By matching actors ...
Facilitate the exchange between the three components of LLL actors - education, vocational training and guidance practioners, researchers and regional decision makers and social partners – through conferences, workshops, exchange of projects.
....and developing regional projects
The European summer universities help to put in common, to capitalize and formalize experiences (see the publication of the synthesis of the summer universities since 2003 : http://freref.eu) and to create opportunities for exchanging on interrogations and to deepen the analysis after the sessions by project-workshops that can result in common regional projects.
